CALL TO ORDER
Chair Kehoe called the meeting to order at 7:33 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.

Referral to Fees Committee re: Additional Inspection Fees/Health Department

increases charged by the Environmental Health Division of the town’s
Health Department, as requested by Robin Sleeman, Environmental
Health Supervisor in a memo to Jim Cordier, Director of Health and Social
Services Department, dated February 11, 2010 with instructions to review
the changes and report back to the Town Council with its
recommendations, if any.

Outdoor Amusement Permit Applications:
2010 Masonicare Quality of Life Walk

to approve the outdoor amusement permit application submitted by the
Masonic Charity Foundation of Connecticut to conduct the 2010
Masonicare Quality of Life Walk Fundraiser with information booths, food
and music from a DJ to be held at Great River Park, 301 East River Drive,
East Hartford on Saturday, May 15, 2010 from 8AM to 12:30PM with music
being provided from 9AM to 12:30PM; subject to compliance with adopted
codes and regulations of the State of Connecticut, the Town of East
Hartford, and any other stipulations required by the Town of East Hartford
or its agencies.

Memorial Day Parade

to approve the outdoor amusement permit application submitted by the East Hartford Patriotic Commission to conduct the town’s annual Memorial Day Parade on Monday, May 31, 2010 from 10:30 AM to approximately 12:00 Noon, subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East Hartford, and any other stipulations required by the Town of East Hartford or its agencies.

ING Greater Hartford Marathon

to approve the outdoor amusement permit application from Elizabeth Shluger of the Hartford Marathon Foundation to conduct an outdoor musical entertainment and marathon and half-marathon on Saturday, October 9, 2010 from 7:30AM to 12:00PM, with music running between the hours of 9:00 AM and 12:00 PM, subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East Hartford, and any other stipulations required by the Town of East Hartford or its agencies.

East Hartford Housing Authority: Hutt Heights

to adopt the following resolution:
Whereas, the Town of East Hartford and the East Hartford Housing Authority (the “Authority”) entered into a certain Cooperation Agreement dated September 19, 1950 which agreement, as previously amended, dedicated a number of housing units administered by the Authority as “federally subsidized units”; and
Whereas, the recognition of housing units, as federally subsidized units makes federal funds available for the maintenance and improvement of such units; and
Whereas, the recognition of units as federally subsidized units allows the Town of East Hartford to receive a payment in lieu of taxes with respect to such units; and
Whereas, the Authority is asking the United States Department of Housing and Urban Development to recognize the 30 housing units at Hutt Heights as federally subsidized housing units, thereby providing Federal funding for maintenance and improvement and a payment in lieu of taxes to the Town of East Hartford estimated to be between $4,000 - $5,000.
Now Therefore, Be it Resolved that the Town Council authorizes Mayor Melody A. Currey to enter into an Amendment to the 1950 Cooperation Agreement, in the form attached hereto, adding 30 additional housing units currently located at Hutt Heights, as federal subsidized units.
